Is it possible to cancel a subscription? I've turned off automatic renewal. Can I now just let the subscription run out? Do I need to close my Norton account?

Interestingly, once you turn off automatic renewal, that whole tab disappears so you cannot verify that it is turned off, or turn it back on if you choose.
No, only the subscription will close, the Norton account will be still there.
Does my Norton account need to be closed? If so how would I do that?

If you want to absolutely sure about the automatic renewal not still being in effect I suggest you contact Customer Suppor using the chat method:
To contact customer support Click on this link and work on from there.
You can choose CHAT or Email; phone may have a long wait time and feedback from users tells us that CHAT is by far the best at resolving problems.
Note that that link is to the USA/CAN website so if you are located elsewhere I'm sure you will be able to find the equivalent location on your local Symantec website; some pages have a link at the top right where you can select the country you are located in.
You don't need to do anything with your Norton Account, expecially if you did not chose to have Norton send you newsby email which I think was an option when creating it.
But again ask Customer Support about this if you want to.

I've just received email confirmation that my auto renewal has been cancelled which is good enough for me.
I've changed the email settings so I won't get any emails, not that I was getting many from them anyway.

Please disregard my post.
I had to mention that I purchased the product via your partner/vendor in Japan.
This is why I was not able to cancel on my own.
I was able to contact local Norton vendor in Japan and had them cancelled my subscription.

BILLING INFORMATION reports: There is no billing profile saved in your account ... with no billing information.
