Ghost 12 doesn’t really support NT4 SP3. I’d suggest hunting down a copy of Ghost 2003 or 2002. That should support NT4 SP3 for you.
Unfortunately, we have not supported Win NT SP3 for a very long time. There were some significant changes for SP3 to SP4, but I don't remember the details of what they were. For Ghost 12 to be able to do what you are wanting you have to some how get the drive up to Win NT SP6.
However, to do that you have to first solve the boot problem. You check and make sure the boot active flag is still set in the partition and that the boot.ini still points to the right partition. A check on the booting drive might also be in order, but you would have to use disk tools from that version of NT.
One other thought, maybe an old copy of Ghost, e.g. 10, or its predecessors, PowerQuest's DriveImage or V2i Protector, might be able to do the copy, but I do not have a source that I can point you to for old versions.

I already fix this issue.
First, from NT4 sp3 to NT4sp4+ the NTFS driver change, then my solution was:
1; Clone de disk
2; Built a box with NT4 sp6
3; Plug the clone disk into the new box NT4 sp6
4; Copy the \winnt\system32\drivers\ntfs.sys driver from NT4 sp6 to HD NT4sp3
Boot, and done.
