Just to clarify — are you using Norton 360, Norton Clean, or Norton Utilities Ultimate on the Android device?

Norton Clean is generally unrelated to the floating side “bubble” behavior people see on Android.

Norton Clean is mainly a storage/junk-file cleanup utility. It does not normally use persistent accessibility overlays or floating protection bubbles.

The floating Norton bubble on Android is much more commonly associated with:
