How to lock device when user uninstall Norton Mobile?

I installed Norton Mobile with license key. Then my question is , if i lost my phone and someone uninstall Norton Mobile . Then How can i locate phone, or Lock or scream or wipe.... ? And user not on Wifi and reset the phone?
