How to prevent android apps going online before Norton VPN makes a secure tunnel?

Hi

There is no mobile data coverage at my place of work, therefore we are allowed to use a work provided unencrypted wifi network (that still requires a pwd).  Before I type in the password, Norton VPN will not connect (as expected), but as soon as you type in the password and press confirm, all my emails and whatsapp connect and update (essentially in the clear), while the VPN is still trying to connect to the Norton Servers.

So my question is, on Android what is the best way to prevent the apps from making contact before the Norton VPN tunnel is established?

That is a great question I had not thought much about. I'll see if I can find something on this.

Just to be clear I was talking about Norton WiFi privacy vpn on Android 5.
