If you uncheck the client integration for Norton AntiSpam, it will completely disable the ability to scan for spam emails when you download emails via Outlook. To protect your computer from spam emails, it should start along with your Outlook. If you donot want Norton AntiSpam protection while using Outlook, then you can use the above instructions to disable the client integration.

You can disable the tool bar by deselecting the Outlook option under Client Integration as mentioned by Papauz.
This will not disable Antispam's ability to detect Spam Emails as Antispam identifies and tags Spam when installedand enabled. This tagging happens at the lower layer
When the Outlook option is unchecked under Client integration, you will notice many Spam Emails with NortonAntiSpam tag landing up in Inbox. For this you can create a rule in Outlook to move Emails with NAS tag to Junk folder
But you need the Antispam toolbar plugins to reclassify the Emails
