How to remove from list of blocked outbound senders

I want to allow a blocked outbound sender to connect w the Internet.  To be specific, I goofed and blocked Skype from getting to the Internet and thus Skype doesn't work for me.  I have Windows Vista and IE 9....

 

Any assistance would be most appreciated!
