How to Run One Program Through VPN?

I'm trying to run only one program (namely Firefox) through a VPN and everything else through my normal home ethernet connection. To my knowledge this is best done through firewall rules; however, while I can figure out how to do it through Windows Firewall settings, I cannot figure out how to do it while Norton 360 is managing my firewall.

To do it through Windows Firewall settings one would by default deny public connections while allowing private connections.

Appropriately, my home ethernet connection would be set as private and the VPN would be set as public. Finally, inbound/outbound rules would be made that allow firefox.exe to connect through public connections.

 

The problem is that in Norton 360 firewall settings while I can create rules for individual programs as well as my system as a whole, I can only do this for certain IPs (which may work if I use the IP of the VPN), and general rules override program rules, thus disallowing the ability to allow only a single program to connect to a certain IP, or otherwise run only a single program through a VPN.

Do you know of any way of doing this (running firefox.exe through a VPN) while Norton 360 is managing my firewall?

I'm running Windows 10 Pro with Norton Security Suite through Constant Guard by XFINITY which afaik is practically identical to Norton 360. The VPN I'm using is VPN Gate which is a plugin for SoftEther VPN. Note that while others have used with success the previously mentioned methods for Windows Firewall settings, I myself have not tested them as I am not able to properly disable Norton 360's firewall to do so.
