I cannot change my files out of Read Only status

I am using Windows 10.  I can not change my files out of Read Only status?  Could Norton protections be blocking my ability to change out of Read Only?

What files are showing as read only?

Did you create these files, and with what software? Or did you receive the files from another source? Do you trust that source?
