I have the exact problem today, HOWEVER I have deactivated the Norton mobile security as a device administrator in my phone settings, but it still shows on the list and when I go to try to uninstall it in Google Play, it still asks me to 'Deactivate' and tells me it won't uninstall until it's been deactivated!
I'm stuck in an endless loop! What can I do apart from reset my phone to factory settings?!
I have Samsung Galaxy S2, Andoird version 4.1.2 (Jelly Bean).

Sorry to hear about your problem. May I ask why you wish to uninstall Norton? Did it by any chance come as part of the setup of your phone?
Can you just check the device administrator settings again to confirm that it has had those rights removed and then shut down and restart the phone before trying to uninstall. When trying to uninstall I suggest that you might like to try not from Google Play but from Menu; Manage Apps; Select NMS and then "Force Stop" and "Uninstall".
