I cannot start my backup, and cannot locate "Manage Backup Sets"

I am trying to run a Norton backup, but when I click on it, I get no response. I cannot locate “Manage Backup Sets” which is recommended.

Please run Norton LiveUpdate and Restart (not Shut down) machine.
Please post progress.

If you have not already set up your backup set, you need to be logged into a Windows Admin account to be able to access the ‘Manage Backup Sets’ feature.
