I can't remove Norton Mobile Security! Please help me!

So I downloaded Norton Mobile Security on my Samsung Galaxy Tab 3 (7.0 model) with Android 4.4.2 and I added it as a Device Administrator, but ever since I did, it's been causing me problems. For one, I can't connect to any WiFi network that doesn't have a password (big problem because I need to be able to connect to my school's WiFi) and it keeps preventing google play from downloading apps properly on ALL networks and severely slows my connection speed. So I went to go remove it from my device administrator's list, but this is where the biggest problem is: I can't! I clicked the check box in the device admins list and selected "Deactivate" but it doesn't do anything. And if I go to the app, everything is greyed out except the check box for app notifications. I'm at rock bottom right now and so far my only choice is to root the device... but one more problem: Norton keeps blocking apps that are needed to root it. So I'm stuck with it now and I've had it for so long it would take me forever to recover my data on that tablet, so factory reset is out of the question. Please help me ASAP! :(

I discovered that if I put my device in Safe Mode, I may not be able to remove norton, but norton doesn't open on startup, which is good because that means I can download apps now, and not only that, my tablet's speed has increased tenfold because of Safe Mode. I still need a solution on removing norton though.
