I found program named Relevant Knowledge in my computer

I'm not a computer expert...not even the slightest but, I do know the basics. So here's what happen :

December 26th = Bought  NEW Norton 360 for 2011

December 28th = Since Norton from 2010 is going to expire on December 29th, I decided to install the 2011 Norton I bought few days ago.

From December 29th -> December 31st (tonight), I've encountered these problems:

-my MSN has been VERY laggy, sometimes it freezes and doesn't even minimize or maximize

-firefox refuses to work with it...I've reinstalled countless times and when I'm lucky, it decides to cooperate but, I've moved to using Google Chrome, so it's okay.

-my internet keeps flickering...it seems to go on and off whenever it wants to. It doesn't occur in intervals...but, it doesn't affect my other computers.

-sometimes when I want to go into folders in my C:/ drive, it freezes and everything on my screen dissapears (includes my desktop bar, my icons, background, everything) and leaves just THAT folder that stopped responding. I even tried to bring up my windows task manager, but it wouldn't launch. I waited an hour and I had to manual shut down (holding power button).

Then, about an hour ago, I wanted to find out what programs are actually making this happen...so I opened my windows task manager and I found this program called relevant knowledge, it was using up 82k Memory and it was on CPU 25 (whatever that is...). So I got curious and went online to google it. It says it's a data collection program...(it might be a nasty spyware?)

So I went back on my windows task manager and end process tree. I don't know if it will come back or not, but I wanted to make sure if it was a big problem or not.

If it is a bad program....is it fully removed from my computer? Or will it come back and haunt it?

[ I'm running Windows 7 right now ]
