Not sure if this is even a Norton problem but here is what is happening.
- Had a hard drive crash
- reinstalled vista and all updates including sp2.
- reinstalled norton 360 premier from website
- it ran fine until I restarted my computer. Told me to reinstall norton.
- Used that other program to uninstall everything norton.
- followed all those steps and it worked, until I restarted my computer. then it tells me to reinstall again.
- another symptom is adobe flash cs5.5 and Dreamweaver will not access the net. I thought it was a firewall problem with norton (windows firewall is off) but Norton is not running.

Sounds like there's a bit more than just an install problem. Did you run a full scan right after the install/reinstall? Also, did you run chkdsk /f to make sure that there were no bad sectors where parts of programs might be stores and not a ble to work? Look for additional help and questions here. We all admit to not knowing everything about everything. Well at least some of us do 
The 8504 error can sometimes be caused by a malware infection. Is there any chance that the machine is infected?
