I have downloaded the toolbar but cannot see it on Google Chrome. I am new to this and do not know

I am new to this and do not know how to access the toolbars on google chrome. I also do not know what I am doing here so please be nice with yhou comments. I need help trying to see the toolbar I already have it downloaded on the PC.
