I Want to Secure my Girlfriend's new Laptop but Allow her to Have Her Own Log-in

I have a Norton plan that provides for 10 machines (I am assuming under the terms that I, Evan Jones, am the USER therein), but I do see that Norton has this Norton Family setup I can activate.

What I am just wondering if it would be possible to use the Norton Family service to allow my significant other to secure her laptop and maybe her phone using my account.   (No, I don't want to snoop on her, nor do I wish to impose any content controls... if anything, she would like to impose content controls on me. LOL)

However, I want her to be able to log in on a SEPARATE EMAIL ADDRESS, create her own Vault, her own forum ID, etc. (i.e., I can't spy on her; she can't spy on me.)

Yes, I am talking about two (2) discrete and separate user accounts, bound only by the fact that I am paying for both of them with my credit card. 

I am getting the feeling that I will probably end up needing to buy a second Norton license (thereby DOUBLING THE EXPENSE -- not the answer I am hoping for), since my agreement is a "10 machines" license, NOT a "2 users with 10 machines between the two of them" license. 

If my assumptions about needing to buy a separate license are correct, OK then. Boohooo.  But I just want to know what the best option is for two users who technically aren't "family" but want to use Norton services on each their own devices, and with exclusive administrative controls and settings.
