Issue abstract: Windows Security warnings can’t uninstall Norton VPN
Detailed description: I am getting Windows Security warnings for Virus & Threat Protection section and the Norton Secure VPN is an “Actions needed for protection settings”.
Problem is I click on the link and the Norton tool opens and ask for a password. Well I have updated this password a couple of time and still will not accept it, so I am unable to even uninstall Norton to do a reinstall hoping to correct the issue.
Second Major Issue: I refuse to allow someone from another country to remote into my computer. I want to speak to someone here in the USA and I can’t even find a phone number to call. Very unhappy customer here.

Standard. I had them cancel it and hoped to clear it out but I can’t even uninstall. It come up to the Norton VPN tool and ask for a password and will not accept it
So, just Norton VPN Standard? No other Norton. No other 3rd party security plans?
I wonder what password? Norton account password?
Did you set a password with Norton VPN Standard?
Caveat: I’m not familiar with standalone Norton VPN Standard.
Maybe, Norton VPN Service needs to be stopped?
Did you try machine Restart (not Shut down)?
Did you try booting into Safe Mode?

Norton VPN Standard does not have an built-in option to set a separate password for its settings within the application interface itself.
Access to the Norton VPN settings is controlled by the user account that is signed in to the device or the main Norton application.
If you are using a non admin Windows user account, the password prompt you see may be the Windows UAC protection asking for the Windows Admin user password. That is needed for access to Norton Settings from a Standard Windows user account.
