When Identity Safe is active, sites that are using Iframes tend to freeze a section of the bottom of the IE window. Once it happens, that tab must be closed to correct the problem to start browsing again. Turning off Identity Safe corrects the problem and the sites work flawlessly. This is part of the reason for a previous rollback to 2011, looks like I'll have to do it again to get things working right with Ident Safe.
While writing this, the tab just did it within this page. Not sure if Iframes are in use here as I didn't feel like reading all of the source code. Part of the page is stuck in what looks like another frame, and the upper part of the window still scrolls like normal.
When I switched tabs and cameback, part of the other tab is now stuck in this tab...see attached image.
