up until now, Indentity Safe prompted me to log in at the start of a session. Since installing the 2012 NIS upgrade, this does not happen anymore. It is a nuisance, as I always forget to log in. I have Vers. 19.1.1.3.

We have same option in 2012 also, It will appear as a infobar. If you visit any login page or form page it will ask you to login to Idenitysafe.

no, it doesn't anymore. It did before the upgrade. If I started a WE session, it would ask me to log on. If I opened a site from a thumbnail (without having opened WE), it would also ask me.

firstly, the info bar in your screenshot does not appear on mine. Second, if I have to click on a bar first, that would defeat the purpose of an auto-prompt

Could you check following options,
1.Check Norton toolbar is enabled or not?
If you use IE, Go to Tools->Manage addons->Check Norton toolbar, Norton identity protection, Norton Vulnerability Protections are enabled or not?
If you FF-> Go to Tools->Addons->Extension->Check Norton toolbar,Norton Vulnerability Protection are enabled or not?
2.Could you run Live update repeatedly until it show your Norton product has Latest updates and check the behavior
3. After opening a page from thumbnail, try to navigate to any login page and check the issue?
4.If you pin to taskbar then none of the ToolBars will be loaded. This is a IE9 design. When a web page that is pinned from task bar is launched, IE9 opens up in an isolated instance where the browser addons are disabled.

ok, after checking everything, I have noticed that the bar in your screenshot does appear when trying opening a website which requires a log-in.
However, this differs from NIS 2011 and previous, which offer the Identity Safe log-in as soon as IE is opend the first time. This is what I had referred to.
My system info Windows 7/64 bit, IE 9.0.8112.16421
