To log in to Norton Identity Safe from any browser on Windows 7 Ultimate 64-bit the Vault password window pops under my other windows.
This can be repeated with IE11, Chrome 44 and Firefox 39.
Best practice for password entry panels is to pop OVER the other windows.
The user by clicking Open Vault makes it clear that they next want to complete their goal by entering their Vault password.
I find it astonishing and unacceptable that I have had to open this thread again.

The accepted solution is that we should just live with it!
If this is the long term answer, that I have to make 2 or 3 extra clicks my busy screens just to turn on Norton Identity Safe,
I will actively look for another provider for my security.
