Identity Safe unreliable

I always run the latest version of NIS and currently running NIS 2013 version. Beginning with NIS 2012 there seems to be a complete lack of reliability with Identify Safe. When it works it works great. When it refuses to work - which happens every couple of months when it refuses to accept my valid login password - I am locked out of all my logins and passwords entrusted to it. For me that means about 75 sites worth of strong logins and passwords.  I imagine this has something to do with the login server at Symantec? Or maybe it is a local problem? I just don't know. Whatever the cause, being locked out of my Vault is neither acceptable or amusing. In fact I am now looking for alternative products. I need a strong reliable password manager for both business and personal use. Unfortunately NIS, at least with it's current Vault implementation, is just not reliable enough. Symantec are you listening????
