Identity Vault access

I hope someone can help me with a problem I've had since I renewed my Norton 360 subscription in July and was given the latest update.

I've uninstalled and reinstalled my Norton 360 three times now (twice by Norton support and once myself), it works perfectly until I shut my laptop down. When I restart the next day it's on the taskbar with a green tick next to it (which I presume means its working) but I can't open or access any part of it. Norton support are no help I'm afraid, all they do is uninstall and reinstall it. As far as I can see I don't have any other security programme installed, I'm running Windows 8.1 and have applied for the free version of Windows 10. I use IE 11 as Chrome and Firefox caused no end of problems with Norton.

Is anyone else having this problem and can anyone help me please, I really don't know what else to do (I'm a home user with some experience but I'm not a programme expert).
