IE 7 toolbar keeps moving

I have NIS 2009 and IE7 on a Vista Ultimate computer. I have moved the toolbars where I want them – always keeping the NIS toolbar on the left of the browser. When I’m finished I select “Lock the toolbars.” Every time I close then reopen IE7 the toolbars have reverted to where they were before my changes. How can I get the NIS toolbar to stay put when I lock it? Thanks!
