When using my Corporate Outlook Web Access the new Norton Identity Safe Vault is no longer working. It is only saving either the domain, or the user, but not both like the old vault did.

When I checked the login page you linked to, there is a reference to changes to the page. When were these changes made?
If your Identity Safe data for that login is from the old page, the input box labels may have changed. Try manually entering the information again for each box, then when the Identity Safe bar asks if you want to save the new login, say YES.
If this does not solve things, navigate to that login page and click on Vault is Open. In the current site section at the top of the small window that opens, click Options. Then Report and issue with this site. This will bring the site to the attention of Norton to have them check the login details for that page.
I've been using that page for years, but had not noticed they no longer need the domain. The bar is populating both the domain and the userid with the same value, but I saved it with the Userid. Now when it populates both the domain and userid with my userid, and hit submit, it works!
