IE8 disables Norton AntiPhishing

What is the matter? How is it possible that Internet Explorer disables Norton AntiPhishing (second item). Where are these setting in IE?

When I restart the computer it says AntiPhishing is working but the next time it's the same song, IE disables this function again!

which application gives this error  what you show in picture ?

what kind of systemscan should be performed ( used dutch-english translator)

The question is clear. I’m using Windows XP Home Edition and it is no scan (Antivirus, spyware etc.) but it is the scan of Nortonhelpfunction when there are problems with your product/pc. IE8  disables Norton AntiPhishing > restart computer (see second item in image). Where is that setting in IE8 that disables AntiPhishing in Norton 360?
