In theory it is possible to install on top of. I’m not a fan of that. too many possibilities to have trouble. My advice is to uninstall the “old” and than install the new
You should be able to install NIS2008 without uninstalling NSW 2006. You don't even have to uninstall NIS 2007, as the new version should remove it automatically. The only important thing is that you should install Norton products in chronological order - first 2006, then 2007 or 2008 products.
A member of my family is currently using Norton Internet Security 2006. They have Windows XP and they have kept their Norton subscription up to date. They want to install the 2009 version as the older 2006 version is about ready to run out on its subscription. My question is…should the old 2006 version be uninstalled first before the new 2009 version is installed?
It is always better to uninstall the old version before installing the 2009 version. 2009 version uses a different technology for LiveUpdate. So you can uninstall old version from Add or Remove program. Make sure that you are uninstalling the LiveUpdate also.
You can also run Norton Removal tool in these scenarios.
If you encounter issues:
First uninstall Norton via the Add/Remove Programs. Then, delete:
1. Username/Symantec Temp. Files
2. /Symantec
3. /Norton
4. /Norton Installer
5. start>run>regedit>HKEY_CURRENT_USER>Software>delete "Norton" and "Symantec"
6. HKEY_LOCAL_MACHINE>SOFTWARE>delete "Norton" and "Symantec"
For Steps 5-6, make sure that you are on your local administrator account.Then:
1. Run Norton Removal Tool.
3. Install NIS09.
I will point out that there is no such rule as stated above; those are opinions.
My opinion - shared by Symantec - is let the new product take care of the entire procedure. It will uninstall and install for you. Stay away from the registry. Stay away from the Norton Removal Tool unless you have problems.
Be prepared for a lengthy uninstall (we have heard 5 to 15 minutes for this segment) as various settings are saved and converted.

There is nothing wrong with using the NRT. it will clean out left files and folders. It will also clean out the registry. I had to uninstall NIS 2009 and it took 2 minutes to uninstall. Then reboot. Run NRT. Reboot. Installl NIS. Total time…6 minutes.
