What might be blocking is email scan or any anti spam.
have you tried disabling your email scan in Norton? Or do you have add on pack?

Sorry to hear about the problems -should be ok pretty quickly.
Please go here and follow the link to the Norton Connectivity troubleshooter - SymNCTS.exe. The instructions are on the site.
BTW - you do have the latest version of NIS2008 (15.5.0.23)? If not you probably should download and install it first .. direct link to a large download file is NIS081550.exe.
If that doesn't work please let us know.

I have shut email scanning off, shut off Norton firewall, and Windows firewall. I downloaded the Norton Connectivity tool and still it does not work.
I don't know what add on pack is.

Do you have anti spam installed?
If that's the case than you know if Add on pack is installed
