Do you mean System Insight? Are you experiencing the issue described in this thread?

If you are, then you have to wait to receive the latest patch, which is supposed to fix this issue - if I have understood your issue correctly. If I have not, please accept my apologies in advance :-)

The following is taken from a post of Garret_Polk, Principal Software Engineer (Norton AntiVirus, Norton Internet Security, Norton 360):

"Download Insight supports Internet Explorer 6, 7, 8 and FireFox 3, 3.5, but it does not support any other browsers or external download tools."

This means that Download Manager is not supported.

I think we are confused by what you mean by "Internet Download Manager".  There are a lot of companies out there, each with their own download manager.  Dell has one, Adobe has one, Apple has one, Symantec has one.  Since these are company specific, if you trust the company, you need to trust the download -- download insight does not interact with them.  Also all browsers have download managers, either as part of the browser or as an add-on.  A FEW of these, Download Insight is designed to interact with; the rest of them leaves you on your own.  However, even after you have downloaded an executable file, Norton will watch it when you try to launch it and give you protection that way.
