Internet Explorer 11: Win 7/64bit : Click on Hyperlink idendity safe Toolbox missing

When I start the IE 11 via Windows, the idendity safe toolbox shows OK. However when I click on an url, the IE starts with a new process and the idendity tool box is missing. I cannot select it via the view menu (not shown). the AddIn- menu of the IE shows all Norton items. Thus I cannot use the idendity safe on sites that I opened by click on an url.
