But what if I'm using Firefox. Can I configure it to remove temporary files from here as well?

There were probably some Norton files in the temp folder that you moved, and Norton was still accessing them, and when you moved them, it couldn't read them anymore and hung. Empty your temp folder completely before moving it.
OK, that explains the initial failure. Why did the re-install fail as well? Also, when you create the new directory for temporary files via Internet Options, yoy are signed-off to allow the system to copy files. Something here is a little pear-shaped.

May be NIS got confused with the new change of Folder location.
Also NIS has a feature called Norton Tamper protection, which protects NIS files from external access, even if the intend is legit.
So, I suggest you to disable it before moving the TMP folder here:

Then change the folder path.
Execute NIS and re-enable Norton Tamper Protection after a few live updates and system restarts.
This will solve the problem if its due to Norton Tamper Protection.

Thank you for your suggestion, but that would not explain why NIS was failing after a re-installation. I will, however, give it a try.
OK, sorted. It was a conflict between NIS and Dexpot. When I disabled Dexpot, there were no further problems and my temporary files are now on the HDD.
