I'm going to ask a Moderator to move your message over to the Tech Outpost Forum here on Norton Forums since that Forum is dedicated to computing situations/problems not involving specific Norton Products while the Clubhouse is meant for everything else!

So here's my views on your query: Unless you have some specific evidence of Iolo System Mechanic or any other "improver" actually helping get better performance you don't need them with or without Norton as your protection!
Things like the cleanup are built into Windows itself as well as in some Norton products. And Privacy features are built into browsers and Norton.
As for stopping Microsoft updating your Windows, if you are using the latest update of Windows 10, the one coded DCU, there's not much you can do to stop the upgrades at least being downloaded although if you don't have the Home version you can delay the actual installation to some extent -- but not completely since I got some forced on me today despite using the delay controls in the Windows 10 Pro version that I have.
Certainly at $50 a year you could do all sorts of things including possibly improving your hardware, depending on the nature of your computer and whether you like going inside it!
Anyway I expect you'll get some other views over in Tech Outpost but I'll watch for action here ....

To get you the best advice, would you give us some more information about your system:
What version of Windows are you using including Service Packs and whether 32 bit or 64 bit as well as the Name and Version ID of the Norton product that you are using -- Help or Support / About is where that is, in the format of nn.nn.nn.nnn where n is a number.
If you have the COMCAST version of Norton 360 / Security Suite and not the normal retail version please be sure to tell us.
Please also say what internet browser you are using -- name and version number ...
If you get any error messages please give the exact wording of them as well as any other background that could be helpful.
