Is it possible to block access to desktop apps?

Does Norton Online Family only block websites?  Can I block my child from logging into a desktop application (for example, Turbo Tax??). 

 

Also, is there a way to remove the shortcuts from their desktop view?  When I'm logged in as the child, I can't delete them or move them ("Need administrator permissions").
