Is Popcaploader.dll a valid threat?

My OS is Windows XP Pro.

I am running Norton 360.

When going to the following website, http://zone.msn.com/en/rocketmania/default.htm ,

Norton send up a warning that says.

 

"popcaploader.dll" is a Threat.

 

Can someone test this and tell me if popcaploader.dll is a valid threat?

If it is not, Can Norton update their systems to allow this file to run?

It isn't just the name of the threat that is important.  Sometimes it is the actions of the file.  What warning does the popup give?  Is it a sonar popup or insight?  Is the file on your system or is it being installed?  Are there any options at the bottom of the popup screen to allow the file?

It's part of PopCap Games loader for updates and such. It's not malware, but adware. It displays ads in the loader, but it is not harmful, and it is required to play the PopCap games.

It is a file being downloaded when trying to play Rocketmania free online.

It was detected by download insight and quarantined.

It states that Popcaploader.dll contained threat SecurityRisk.Downldr.

It states it has been removed.

 

Does Norton have a list somewhere that shows this file as safe?

And how do I get Norton 360 to not remove it when downloaded?
