I'm a bit curious, since opening web pages for help is sometimes very slow.
Additionally, if there is no internet connection forget about help at all.
Why not put a default .CHM based searchable help system in place? There can always be a link to visit the web for extended help should the local help system not suffice. In NIS 2011 (as we all know) this was not an issue. The local performance/space impact is negligible. Bad call here, in my opinion.
Just like to get an official statement on this.
