You cannot uninstall Windows firewall. Its part of the entire OS.

Yeah, I was wondering about that. Well I guess that answers that angle, the firewall was already disabled when I installed. Still trying to remove NIS, in order to install the new iteration.

No I never got your message.
Alright, bad news. I got NIS 2009 (16.0.0.125) uninstalled. However, When I installed NIS 2009 (16.1.0.33) it had the same problem. I am beginning to doubt that this is Norton's issue, and beginning to suspect some virus-caused scar tissue in the windows installation (for lack of more technical wording). There is also the possibility of a virus still lurking in the system files. I am going to attempt a "soft" reinstall of the OS and see if that helps anything.

Alright, so I found a fix. Although it feels like a mix between a victory and a surrender. The "soft" reinstall worked. I have been able to activate, download updates and all from Symantec. So while that fixes my problem, I think it might skirt the issue that was there previously. Anyway, thanks for all your help!
