Is this a glitch in NIS 2010? Main screen Parental Control

In the NIS 2010 Main Screen, down at the bottom under web settings is a line that reads Parental Controls.

When I click on it, nothing happens.

 

I do have Norton Addon Pack 4.1.0.6 installed and it is working fine.
