Issues with Security Center under Vista (KB948465 installed) and Norton360 Std. (v3.0.0.135)!

Briefly:

In Vista Security Center(SP2 RC installed - KB948465) Norton360v3 is not recognized either as firewall or Anti-virus or Antispyware program. Despite the status of Norton360v3 itself as "Protected", in Vista Security Center Firewall status is Off and Malware Protection is "Check Settings".

For Firewall available options are:

  1. Go online to get a different firewall program,
  2. I have a firewall program that I'll monitor myself.

 Available options for Malware protections settings are:

Virus protection:

  1. I have an antivirus program that I'll monitor myself
  2. Don't monitor my antivirus software state (not recommended).

Spyware and other malware protection:

  1. Go online to get a different antispyware program,
  2. I have an antispyware program that I'll monitor myself.

Unfortunately, it's half of the problem.  Startup Type for Security Center Service is Disabled.  All attempts to turn it to Automatic (Delayed start) or Automatic, or Manual, immadiately leads to the change of Startup Type in Service list back to Disabled. Alternatively, I manually tried to change a value for DWORD "Start" for "2" instead of "4" in the registry (4 is disabled):

[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Services\wscsvc]

[HKEY_LOCAL_MACHINE\SYSTEM\ControlSet003\Services\wscsvc]
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wscsvc]

"DisplayName"="Security Center"
- - -

"Start"=dword:00000004

but immadiately the values were changing back to 4.

I have very strong suspicion, that Symantec product is responsible for such "behaviour". I believe only trusted applications have access to change settings for Security Center Service. In my registry, the list of trusted apps is the following (no hex values for each apps is provided below):

[HKEY_CURRENT_USER\Software\Microsoft\Security Center\Trusted Apps]
"Norton Internet Security AntiVirus"
"Norton Internet Security Firewall"
"Norton Internet Security AntiSpyware"
"Norton 360 AntiVirus"
"Norton 360 Firewall"

Because SP2 is not RTM, I cannot expect Symantec support for they products under the SP2 RC. However, let me aware about the issue and advice to resolve it as soon as possible, if there is a chance, similar problem may arise under RTM release as well.

P.S.:

I tried to reinstall N360 Std. v3.0.0.135 using recommended procedure (buDump.exe first and latest available Norton_Removal_Tool.exe v2009.0.5 second). Restarted PC, after that checked Security Center Service status. It was still Disabled. Tried to turn it to Automatic (Delayed start) and run installation of N360 Std. v3.0.0.135. Before N360v3, retail NIS2009 was installed. To install N360v3 first time, NIS2009 was uninstalled from "Programms and Features".
