Keep getting "Computer has been started in safe mode" when it hasn't

I saw this post here: http://community.norton.com/t5/Norton-Online-Family/quot-Computer-has-been-started-in-safe-mode-and-Norton-Safety/m-p/265199/highlight/true, but I don't want to run ALL SERVICES because of performance issues.   It is running norton online family, so the message is false.    

 

Is there a better solution than running all services?   (BTW as a software engineer with 20 years of experience, if there isn't, this is a bug imnsho)
