I manually downloaded LiveUpdate this morning on a Win7 IE11 NIS 21.3.0.12 laptop and noticed before it installed that it was 9 items around 250MB in total. I investigated afterwards and found each item fairly normal in size with the exception of "Norton Virus Definitions x64" which was a massive 220.96 MB alone.
