Basically what is this, and what does it do when it’s on ?

Here is the explanation from the help section:
Limit Data Extraction:
"You can turn on this option if you want Norton Internet Security to extract and scan a maximum of 2 GB data from a compressed file. This way, Limit Data Extraction prevents the scan to get stuck up with a single compressed file that contains a large amount of data."
Sometimes the scan can "stall" when checking the contents of a large compressed file. By default, this option is set to ON.
