Ok I have two phones identified as listed devises. I also have two three computers. One desktop that I no longer use and an older laptop and a new laptop that currently appears to be working using Norton 360. My issue is when I look at connected devices the only devices listed are the two phones and the old desktop. Why do I not see the other devices.

You need to ensure that the Remote Management setting is turned on on all devices to allow them to communicate with your Norton Account. In the older 360 v22.x.x.x it is in Settings > Administrative Settings. Scroll down to Remote Management and turn that on. It will not be instantaneous. It will take some time to reflect in your Account.
If you have the newer v24.x.x.x of 360, others will have to tell you where that setting is. Fortunately I have not been upgraded yet.
If you have the latest V24.xxx, open Norton which takes you to the HOME screen, at the bottom of items listed on the left is ‘Settings’ (gear icon). Click on that , click ‘General’ tab at top of opened window, at the bottom is a switch to turn on/off. Also same page lists items such as tamper protection etc.
