Live update asks me to restart the PC after every update. Is that normal?

You can upgrade to the latest version  for free. Go here and download the latest version of N360. Next, run the Norton Removal Tool to remove your previous version, then install the latest version.

 

When done, run Live Update SEVERAL TIMES until no more updates are available, restart when prompted, and run Live Update again as above.

Thanks Johna, the trick seems to be to run the liveupdate several times until it gets tired of asking for a restart. It's odd that the norton removal tool doesn't remove everything because somehow it still remembered my product key.

I suggest there is some logic that NRT does NOT remove all traces of Norton product. Otherwise it might become easier for certain individuals to seek to overcome licence protection. I’m sure you’ll understand.
