LiveUpdate Downloading ENGINE,NIS,INSTALLDIR Umpteen Times Repeatedly with No End In Sight

A couple days ago I reinstalled Windows 7 pro 64bit, and then after reinstalling Norton Internet Security 2013, I ran LiveUpdate to bring NIS up to date. Why is it that for the past 13 times that I've run LiveUpdate since reinstalling, every single time the updates contain the same 46.93MB file called "ENGINE,NIS,INSTALLDIR"? LiveUpdate tells me "success" for that file every time, and yet I have to download it 13 times in a row? That's a cumulative total of about 600MB of downloading because of that one file.

The reason this is a problem for me is that my internet service from Verizon only provides me with a limited data transfer allowance of 5 gigabytes per month. That 600MB took a big chunk out of my data allowance, and I don't see any end in sight to LiveUpdate continuing to download that same file every time. If I ran LiveUpdate right now, it would download that file all over again. In the screen capture, at the bottom of the dialog box, you can see that LiveUpdate says "Success" for that file. I have a suspicion that something is failing somewhere.

Can someone tell me how I can get LiveUpdate to stop downloading that file every time?
