Liveupdate fails when user is not logged in

On NAV11 we would like to run liveupdate at a certain time on a variety of systems.  Using the following command:

/Applications/Symantec\ Solutions/LiveUpdate.app/Contents/MacOS/LiveUpdate -update LUal -liveupdatequiet YES -liveupdateautoquit YES

But when a user is not logged in at the console the following error shows up:

Untrusted apps are not allowed to connect to or launch Window Server before login.

_RegisterApplication(), FAILED TO establish the default connection to the WindowServer, _CGSDefaultConnection() is NULL.

Is there a way to force liveupdate to run even when no one is logged in?  If the command is setup and runs at a certain time with no one logged in and a user logs in after the command is run they instantly get a liveupdate in their dock, but it seems to just hang.
