Local Web Services cannot be accessed via wifi and a port

I've build some web services on my PC and I'm trying to access them now via my mobile devices: iphone, Android Tablets.

Norton seems to block the communication using my wifi.

mypcaddress:2012/mobilewebservices.asmx is never accessible from my devices.

 

How can I unblock this from the firewall ? Even when I turn off the "smart firewall" and "intrusion prevention" I cannot access it from the devices.

Does windows see the devices and what is displayed in the network security map?

The PC doesn't show the devices once connected to a USB.

attached is the network security map.

 

The PC is W7 pro.
