Locked myself out of my account, 2-Factor authentication cannot be confirmed

My phone has the VIP software installed. I had a software issue during a phone upgrade, so I had to fully reinstall the OS. It's never been jailbroken/rooted, and still isn't. The credential ID is now different from what Norton is looking for. The codes don't work, which is not a surprise.

I used a different phone # for the secondary recovery #. However I lost that number a little while ago.

Is there any other way to prove my identity? Contacting support chat went nowhere.
