Login/signin problems with Secure VPN running

On both my Windows 7 PC and Android phone, I am having login/signin failures when Secure VPN is running. This occurs on a variety of web sites.  Additionally, on my PC, when the login fails, the VPN process cpu utilization often jumps to 40+% and stays there until VPN is turned off.

With the help of Norton chat support, I learned that switching my PC VPN connection to a different VPN region (different than the region auto-selected) can resolve the login issue.  The Android VPN app does not provide the region switch feature, but turning VPN off/on can resolve the login failure (I guess the off/on cycle chooses a different region). 

In all cases on both the above devices, turning VPN off resolves all login problems. 

PC: Windows 7 Pro, Norton 360 v22.20.1.69, login to MyNorton fails with "used all allowed login attempts, try later" (paraphrasing) 

Phone: Android 7.1.1, Secure VPN 3.3.8.10793.b3e7cfc, login either hangs or returns w/o signing in.

When you get logged into the VPN app in Android, tap on the second icon from the left at the bottom of the page. That opens the virtual location choices. Scroll down to the location you wish to use.
