Lost Access to Local vault

Hi, up until last night I had access to my local vault. So as usual, I open up IE Explorer 11 and press the vault button only to be prompted to sign in online? I'm not greeted with the single line for login.  After much frustration I opted for Norton Chat support only to be told my vault had been converted to cloud apparently without my permission or knowledge? Can someone help me with this? I have been wondering why there were local backups on my system, (since I’m diligent about creating my own backups locally). Never had to sign in Twice before, as the button for the local vault is apparently not what it was before. So even if I reinstall there’s no way around this? Can I fix this? I’m running Windows 7 Pro, with Norton security Deluxe. Norton has my data and I don’t like it.
