If you have lost your windows8.1 user login password, Norton cannot help recover that password.
If you have multiple users or can login using microsoft account, then it will be of good hope for recovery.
I have W8.1.
3 users on the PC. One admin - which i lost the admin password (can't log in with it).
2nd regular user - a Microsoft account and i know this password
3rd regular user account (non Microsoft) that i know password.
Last question: I googled online about password recovery, i know i can't ask suggestion on Norton forum, but are some of them reliable, I'd like to know before spending $50 for one of these software?
I don't think you need to spend any money. Here are your options:

I sugget you can make a password reset disk. If you forgot Windows 8.1 password, you can reset password by i easily.

may i make a suggestion on the admin login page should be a switch to picture password, try and see if you can switch that to a picture password. once done you can log in and change your password for it in the manage account area.
I think what people are missing here is that it is an Admin account that the password has been lost/forgotten. Without the original password, or a reset disk (that has to be made before you forget the password) you cannot change or create a new password or login method.

I am replying to my own post only because I should have mentioned that there is a detailed FAQ on the website that will answer most questions about the software. The thing I did not mention is that you will download an ISO image that needs to be burned to a CD. If you do not have software to do this you can download a program called ImgBurn from here.
http://www.imgburn.com/index.php?act=download Just choose one of the mirrors to download from. I suggest mirror 7 The ImgBurn mirror. You will need to install the software to burn the ISO image.
Once the image is burned to the CD you will need to leave it in your CD drive and reboot.
If your computer boots into Windows and not from the CD you will have to reboot again and change the boot order of your CD drive. Make sure the CD drive is the first boot device. The other option is some computers have a keystroke (the F12 key??) that allows you to choose what device to boot from. Choose the CD drive and then follow the directions the software provides. Since it is the Administrator account you need to reset make sure that you have that account chosen as the account you want to reset. The software will not show you what you password is, but it will let you change the password.

Imgburn is as wonderful program for its flexibilty and versatilty but be aware that for some time now it downloads and installs PUPs -- don't remember just what now but I think it's about 4 screens in a row that come up if you know to click Customize.
Anyway beware .....
