Are there any Junk Mail rules in Outlook? I have not had this problem with NIS2009 but you can reset the Norton Spam integration with Outlook by following this:
Close Outlook if open.
Go to the main NIS2009 screen and click on Settings in Internet section.
Under Antispam click on Client Integration and uncheck Outlook; click apply and OK. Close the settings window.
Start Outlook and Delete the Norton Spam folder.
Close Outlook.
Open the NIS2009 setting for the Antispam integration again and check Outlook; click apply and OK.
Close the settings window and NIS2009 window.
Start Outlook and answer OK the the question of "Do you want to Integrate Norton Antispam ....."
When the training wizard pops up next run it also.
I believe this should reset your Antispam to go to the proper folder (that is unless you another rule superseding Norton's processing, like automatically emptying the Norton AS folder?).
Are there any Outlook Rules explicitly set to move the Emails to Deleted items folder?
Do the Emails in trash have the Norton Antispam tag in the Subject?
When the Junk Email protection is set as "Permanently delete suspected junk e-mail instead of moving it to the Junk Email folder", the Emails will be permanenly deleted.
For better detection choose the option as "No Automatic Filtering (Actions-> Junk Email -> Junk Email Options -> No Automatic Filtering). In that case the Spam Emails will move to the Norton Antispam folder
And for the another case where
It did not bring up the integrate wizzard again - herges
Integration wizard will appear only for the first time when you integrate Antispam with Outlook
Try out this way:
Close Outlook, Turn Off Antispam (Internet Settings-> Antispam -> Off)
Turn On Antispam and Open Outlook (Integration wizard will not appear and the Antispam toolbar will be added to Outlook)
Set the Junk Email option as "No automatic filtering"
Now the Spam emails tagged as 'Norton Antispam' in the Subject will move to the Norton Antispam Folder

I do have a few questions for future knowledge:
Outlook's Rules are applied BEFORE Norton's filtering takes place?

Is Norton's AS folder considered a JUnk Mail folder by Outlook also?
Also, is the retraining of the spam database a feature that will be included in future releases? Seems that most of the users don't keep spam samples around, so maybe training on both good and spam email would improve the filtering rate? An example would be, fresh install and train with good email first. Receive email for a day or two and then retrain with both good and spam emails with an option to update the existing db or overwrite it? Not complaining but I seem to only get filtering on what is in the "Blocked List" db so if this would help adjust the filter rules / level / detections (not just the Blocked List) it would be a great help.

Outlook Rules take higher priority than the Norton 's rules
This is the order of priority of the Spam Engines:
(1). Outlook Rules
2. WhiteListOnly
3. Norton Engine
4. User Rules (Custom Spam Rules)
5. Black / White list
6. Autoblock
2. Regarding Spam defs
Spamdefs are created with help of clean & spam Email samples and will be posted periodically to the Live Server Users wil receive it via Live Update

Prescan.mbk gets created under " C/programdata/Norton/Norton GUID/Antispam/Prescan.mbk" when you run the NAS Training.
And when you retrain, the exisitng Prescan.mbk gets updated

How do you retrain? The training wizard only shows up once and never again (unless you reinstall Norton but by then the user has deleted the mbk file during the uninstall process).
Yes you are correct dbrisendine, training wizard shows up only for first time. And after the first training "Train Norton Antispam" plugin in Outlook toolbar gets disabled
For retraining
Go to registry : Regedit->HKEY_CURRENT_USER->Software->Symantec->Antispam->Client Plugin->Outlook You can find Mailbox Training there. Delete Mailbox Training Close and Open Outlook. Now Train Norton Antispam Plugin will be enabled in the Outlook toolbar This helps you to retrain
